Virginia Dmv Bill Of Sale

This guy has a bill of sale and will sign a bill of sale if the numbers of wine is to check on it possible to get a title in the State of Virginia, without a title or know the original owner. This is not stolen, I have already verified that much, but I have to go through the DMV and i work late so it's hard to get out there any help would be greatly appreciated
