Starting A Business Offshore

I was told by counsel that an online business I want to start in the U.S. wasn't illegal but could possibly be in the future if he suggested that the open sea would be a safer way to do it. I live in the U.S. and I was wondering how I go about it and what the cost is. It seems a little strange to me, I think there are companies that host your company say the United Kingdom, etc. If anyone has any info on any items on the Web that addresses this subject, it would be appreciated
