Starting A Business In NcStarting a business in NC and VA. Do I need a license for two states? What type of license?

I am a student in North Carolina but I live in Virginia. My partner and I are starting a consulting business online. I am originally from Virginia, it is North Carolina, and we both go to school in North Carolina. Our intention is to attract customers in both VA and NC. We will not have an office of bricks and mortar, since the Web can be accessed electronically is everything. Should he ask a business license? Which state (or both or neither)? What kind of license does not ask (LLC, etc.)? Any help would be great. Thank you!

I suppose that the license will be primarily used for tax purposes.
