Can you read the psalms and proverbs prayers? I was wondering if you can read psalms and proverbs prayers to God outside the church.
Can they be read as prayers?
Should they be read in church or a priest?

Yes, of course. Tons of things can be counted as a prayer. Rejoicing in the singing, the reading of the Bible itself, sitting there with your mind open to God.
Some of the Psalms are actually very beautiful prayer.

The Psalms were written as prayers. The proverbs have been written as proverbs.
Sure, they may be, simply can not turn into rehearsals. The Bible can be read as you want.
Oh yeah! Absolutely! I do all the time. I sometimes one recite praise. I love the psalms of David, he is a good examp a man pre-filled Christ the Holy Spirit. Yes, my sister, that is what they are for, God loves. I received recently recovered from an addiction to smoking and smoking pot and after I really cried out to God and confessed that I knew it was His will to me that I do not smoke, He said: "Psalm 116"

I will offer the sacrifice of thanksgiving, and call upon the name of the LORD.
I will pay my vows to the LORD in the presence of all his people,
In front of the house of the LORD, In the midst of thee, O Jerusalem. Praise the Lord!
