Psalms And Proverbs

I was wondering if you can read psalms and proverbs prayers to God outside the church.
Can they be read as prayers?
Should they be read in church or a priest?

Yes, of course. Tons of things can be counted as a prayer. Rejoicing in the singing, the reading of the Bible itself, sitting there with your mind open to God.

Some of the Psalms are actually very beautiful prayer.
