Bell Canada has filed a patent application 2540276 (filed March 20, 2006). How can I get more information about this? It sounds like you want the database on Canadian patents.
Normally, you go here: http://patents1.ic.gc.ca/srch_num-e.html
But with a filing date in March 2006, it is probably still too new to be accessible to the public. Most patent applications are published 18 months from the date of filing of priority. Yours is not even 12 months yet.
This is probably the best information available. If you knew more (eg, name of the inventor), you may be able to find more.
