Legal question on the rights of consumers???? Please help, I want to know where I am.? I live in Portsmouth, I bought an online course on Shields Ltd is a ms IOSH and NEBOSH Construction cert last April. When I purchased the course, examinations were held in Cheltenham and Hull, I have friends in Bristol, Cheltenham was therefore possible. when I purchased the course it was on condition that I could do the exam at Cheltenham and paid for the course and exam registration at once. since I started the course, Shields Ltd. have closed their examination centers in Cheltenham, I found this out when I went to register for exams it is a lack of demand and the only option is now Hull. The company failed to notify anyone of this change, either in the forums or by any other method.
If the hull had been my only option when I bought the course, I would not have done by this company.

If I received an email explaining that I would meet the deadline for final exams, even if I had the whole course 24hrs per day.
I phoned Shields and their response was to e-mail me or offer a refund of the £ 90 registration fee for examinations and to pay me in a more local testing center or a free master class one day in the hull (this would mean two trips to Hull).

In my mind, Shields broke the description and condition of the sale because they did not notify anyone, including me, they should be responsible for organizing the examinations in a similar distance at Cheltenham (at less). While they can offer me a refund, I do not think I am obliged to accept as they signed a contract to supply a service.
I think this is the main point, if someone could be back of my mind up or correct me before I go "Hollier than thou" Shields, it would be appreciated.
Contact your local Trading Standards department, they will know the legal situation here. You must go through the direct consumption --- if you can not help - they refer to commercial standards if the situation warrants it.
They offered you 90 pounds, see if you can get more than that.
£ 90 + £ 70 + £ 60 seems reasonable.

NEBOSH type into Google and you find their website, I'm sure they can accommodate you sitting under consideration elsewhere.
They are the jury and have lists of trainers review is found throughout the United Kingdom. You have options and only because the company you've let down does not mean you can not obtain the qualification.
Good luck I have a NEBOSH myself and know how it is difficult to obtain.
