What is Kansas law requires that the register of deeds in the county to collect the registration fee? How many state law in the State of Kansas requires that the Register of Deeds in the county to collect the fee for recording a mortgage or they will have to pay their own paycheck ?

58-2221. Registration functions of instruments affecting real estate or transportation; Registry of Deeds. Each written instrument that conveys:
(A domain) Real;
(B) any estate or interest created by a grant of oil and gas;
(C) any right or interest created by a lease or easement on wind resources and technologies to produce and generate electricity, or
(D) under which real property may be affected, proved or acknowledged and certified as provided above, may be recorded in the office of the register of deeds in the county where such property is situated. It shall be the duty of the register of deeds to file the same immediately to save, and in counties where an index is maintained in the register of deeds office, the register of deeds shall compare this instrument before the copy even in the recording, with the last record of the transfer in the register of deeds office "of the property. If the register of deeds is that instrument contains apparent errors, the register of deeds shall not register the instrument until a dealer has been notified, if such notice is reasonably possible.
The grantor, lessor, lessee or tenant or other person transmitting or receiving property or other interests in real estate on registration of the instrument in the office of register of deeds shall provide the Register acts full name and last known address of the office of the person to whom the property is transferred or assigned to that person. The register of deeds shall forward this information to the county clerk of the county must make the necessary changes in address records for sending tax returns.
